The shooting happened on Wednesday morning near the intersection of Portland Avenue and East 34th Street, according to multiple accounts and video shared online. Footage reviewed by local reporters shows masked federal officers approaching a maroon Honda Pilot stopped in the roadway, with one officer shouting at the driver to get out. As an agent tried to open the driver’s door, the SUV backed up and then moved forward. An officer positioned in front of the vehicle fired three shots. Federal officials and eyewitnesses have offered sharply different descriptions of what prompted the gunfire. The Department of Homeland Security said the driver used her vehicle as a weapon, and that the officer fired out of fear for his life. Tricia McLaughlin, DHS assistant secretary for public affairs, wrote on X that “one of these violent rioters weaponized her vehicle, attempting to run over our law enforcement officers in an attempt to kill them”, calling it “an act of domestic terrorism” and adding that an officer, “fearing for his life”, fired “defensive shots”.
Witnesses interviewed at the scene described a chaotic sequence that they said began as bystanders reacted to federal vehicles becoming stuck and blocked on a snowy street. Caitlin Callenson, who recorded video shared with journalists, said she was walking nearby when she saw an ICE vehicle stuck in the snow and more federal vehicles arriving, followed by whistles and shouting from bystanders. Callenson said she did not see federal agents attempting to detain anyone immediately before or after the shooting. Another witness, Emily Heller, said the driver appeared “completely slumped over” after the shots and that agents prevented a man who said he was a physician from examining her. Heller said emergency medical technicians arrived about 15 minutes later.
Good was later pronounced dead, and authorities said she had been shot in the head. Her mother, Donna Ganger, told local media that Good was “one of the kindest people I’ve ever known”, describing her as “extremely compassionate” and “loving, forgiving and affectionate”. The family said she left behind a six-year-old son.
Friends and relatives described Good as a writer who had studied creative writing at Old Dominion University and who had built a life in the Twin Cities. Social media profiles attributed to Good identified her as a wife and mother and included references to music and poetry. The confrontation happened during what federal authorities described as a major immigration operation in Minnesota. Minneapolis Mayor Jacob Frey criticised the presence of federal agents in the city following the shooting. At a press conference, he told ICE: “get the f—k out of Minneapolis,” saying the stated mission of providing safety was being undermined by events on the ground, according to remarks reported locally.
